Emancipation Declaration welcomed by Rastriya Dalit Network

Dhangadhi : The Rastriya Dalit Network has welcomed the government’s announcement of Haruwacharuwa Mukti on July 2. The network issued a statement on Tuesday and thanked the Nepalese government for declaring Haruwacharuwa Mukti and requested the Nepalese government to carry out the restoration work effectively.

The network has put forward a demand to the government to create an action plan with a budget for the restoration of the haruwacharuwa. It is also stated in the statement that the 4-point resolution announced by the Prime Minister Sher Bahadur Deuba should be passed by the Legislative Parliament as a resolution and that all the peace and security of the declared mukta haruwacharuwa should be arranged.

Honorable Prime Minister Sher Bahadur Deuba announced the liberation of the only slavery system existing in Nepal on the day of Shravan 2, 2079 in the middle of a grand ceremony. Harwacharuwa Mukti was announced through a special message in a program organized on the occasion of the 22nd Mukti Diwas of Kamaiya Mukti. ‘Unpaid Kamaiya Kamlahari Mukta Haliya, Haruwacharuwa’s Status Study Committee on the recommendation of its study report on the 9th of Baisakh, on the initiative of the Minister of Land Management, Cooperatives and Poverty Alleviation Shasi Shrestha, according to the existing Kamaiya Labor Prohibition Act 2058, regarding the emancipation of Haruwacharuwa’s and the cancellation of loans and documents on Monday Prime Minister Deuba announced.

A statement signed by Ganesh B.K., central president of the Rastriya Dalit Network, said that this is a declaration of historical importance. Only if the liberation and rehabilitation of pastoralists can be carried forward effectively with an integrated package of rehabilitation, this will be a historic step that will make possible the complete abolition of feudal serfdom or bonded labor in Nepal.

Firstly, on behalf of our organization Rastriya Dalit Network, we would like to warmly welcome this historic announcement of the Government of Nepal. We express our sincere thanks to the Honorable Prime Minister and the Minister of Land Management, Cooperatives and Poverty Alleviation of the Government of Nepal for this historic announcement.

In the statement, while highly appreciating the Liberation Declaration made by the Government of Nepal, 6 basic demands have been made for the implementation of the Declaration along with calling upon the Government of Nepal, related agencies and all stakeholders to cooperate in the implementation of the historic declaration.

Demands:

1. First of all, to implement the Declaration of Haruwacharuwa Mukti, the Government of Nepal, under the leadership of the Ministry of Land Management, Cooperatives and Poverty Alleviation, should create an extended action plan and pass it by the Council of Ministers. Also, create an action plan with a budget for restoration.

2. To implement the Haruwacharuwa Mukti declaration in practice, a structure empowered at the central and provincial levels should be created immediately.

3. May the 4-point declaration announced by the Honorable Prime Minister be passed by the legislative parliament as a resolution.

4. With the support, cooperation and coordination of the provincial government and the local authorities, collect the data and provide them with identity cards.

5. As mentioned in the study report, by making a detailed action plan and policy regarding free Kamaiya, Kamlahari, Haliya and Haruwacharuwa, at the same time, after all these are approved by the Council of Ministers, effective laws will be implemented to implement them.
